California privacy operations

Make privacy choices
work in practice.

Turn California privacy requirements into decisions your product, marketing and operations teams can carry out. CyberVantage360 helps you assess applicability, close practical gaps and test whether your privacy programme works from the consumer’s perspective.

Start with the real data flow

A privacy policy is
only the beginning.

A notice can describe a choice that the technology never applies. A deletion workflow can close a ticket while a marketing platform retains the same record. We work across the policy, system and supplier boundaries where those gaps arise, so that the business can explain both its decisions and their implementation.

Begin with the entities, activities and California personal information involved. Assess the applicable business thresholds, exemptions and contractual roles with your legal team. A service provider receiving instructions from a customer has a different set of responsibilities from a business deciding how information is used. Document those roles before selecting controls.

Current regulatory context. The CPRA amended the CCPA rather than creating a separate privacy law. Regulations effective from January 2026 include additional risk-assessment, cybersecurity-audit and automated-decisionmaking provisions, with different applicability tests and phased compliance dates. The engagement should identify which provisions affect your processing and when; a single deadline for every business would be misleading.
What you receive

Evidence behind
the privacy promise.

Build a practical work package around the consumer journey, the systems handling information and the people responsible for decisions.

01

A usable data and role map

Record collection points, purposes, recipients, retention decisions and owners. Follow information through advertising tags, customer platforms and downstream providers. Capture uncertainties as decisions to resolve, rather than hiding them behind a completed inventory spreadsheet.

02

Notices and choices that align

Review the relationship between notices, product behaviour and advertising practices. Specify how applicable sale or sharing opt-outs and preference signals reach the relevant systems. Give product owners clear acceptance criteria for a release and a record of the assumptions approved by legal.

03

A consumer request operating model

Design intake, identity checks, search, review, response and escalation steps for applicable rights. Establish how teams handle exceptions and supplier dependencies without exposing additional personal information. Run representative requests through the workflow and retain the result, including any failed hand-off.

04

An accountable improvement plan

Prioritise gaps by exposure and implementation dependency. Assign an owner, completion evidence and review date to each action. Where additional assessments are applicable, connect their findings to product changes and management decisions rather than keeping them in a separate compliance folder.

The proposal identifies covered entities and products, sample journeys, systems and suppliers to review, legal-review responsibilities, implementation support and retesting. Software procurement and specialist legal opinions are scoped separately when needed.
A practical method

Follow the choice.
Verify the result.

Work from a defined consumer interaction to the records needed to demonstrate that it was handled properly.

Plan the engagement ↗
01

Discover the operating reality

Interview privacy, product, marketing, support and engineering owners. Trace selected data journeys and compare declared processing with actual tools and integrations. Agree a decision log for issues requiring legal interpretation.

02

Build and exercise the workflow

Translate approved decisions into notices, configuration changes, staff instructions and supplier actions. Test representative access, correction, deletion and opt-out journeys, including a request that reaches more than one system.

03

Hand over with clear ownership

Deliver test results, open issues and a maintenance plan. Agree when new products, advertising vendors or processing purposes trigger review, and who checks that a completed change still respects the recorded consumer preference.

Where the work matters

Privacy challenges
with different causes.

These illustrative situations show how an engagement can be scoped. They are not claims about named clients or completed projects.

Retail and digital commerce

An illustrative retailer adds a new analytics tool after its privacy notice was approved. The engagement traces browser events, vendor settings and opt-out behaviour together, so the release decision reflects actual information sharing.

SaaS and subscription services

An illustrative platform processes customer data under instructions but uses separate account information for its own purposes. The work separates those roles and tests how support teams route requests instead of giving every requester the same answer.

Marketing and outsourced operations

An illustrative campaign spans an agency, a CRM and a call centre. The useful output is a documented chain of instructions and completion evidence, with an escalation owner when a recipient cannot carry out a request as expected.

Questions worth asking

Choose a useful
scope of work.

Does every business serving California need the same programme?

No. Applicability depends on the statutory criteria, processing activities, roles and relevant exemptions. We start with those facts and the questions that need legal review, then size the work to the products and operations actually in scope.

Is a CCPA certificate the outcome?

No. The core outputs are implementation decisions, working processes, test evidence and an action plan. They support accountability; they do not replace continuing duties or amount to a regulator’s approval of the organisation.

Will a consent banner solve the main issues?

A banner is one interface. The programme also needs to address the data flow behind it, applicable preference signals, downstream recipients and the handling of consumer requests. A visible control has value only when the selected choice is implemented.

Can existing GDPR work be reused?

Existing inventories, ownership records and request tooling can provide a starting point. Terminology, applicability, consumer rights and advertising choices still need a CCPA-specific review. We identify reusable evidence and document the changes instead of assuming equivalence.

What determines the effort and schedule?

The number of products, data flows, advertising integrations and suppliers usually matters more than headcount alone. Access to system owners and the effort needed to change tooling also affect delivery. A scoped assessment gives the project a defensible sequence and estimate.
