ISO 27001 and other security frameworks: build a coherent programme

Use each standard or framework for a defined purpose. The goal is a manageable operating programme with clear obligations, not the largest collection of badges.

ISO/IEC 27001 is a management-system requirements standard. Other references may provide control guidance, describe cybersecurity outcomes, establish payment-security requirements or support an independent assurance report. A law such as HIPAA belongs to a different category again.

Start by identifying the business decision and the evidence required. This guide explains how to organise a portfolio around those needs. It does not rank unlike approaches as universally stronger or claim that mapping their headings establishes compliance with all of them.

Create an obligation and objective map

List the reasons for each proposed programme: a legal duty, payment relationship, customer contract, internal risk objective or independent assurance request. Record the owner and the evidence behind the requirement. Distinguish an actual obligation from a preference expressed in a sales conversation.

Identify the relevant business service and recipient. An enterprise-level aspiration may differ from a contract that names one system or processing activity. Keeping that distinction visible prevents a narrow assessment from being advertised as a conclusion about the whole organisation.

Then ask what decision the work will support. If nobody can identify the intended use of an additional badge or assessment, clarify that need before committing resources. More overlapping projects can create conflicting processes without improving the evidence.

Separate ISO 27001 requirements from ISO 27002 guidance

ISO/IEC 27001:2022 specifies ISMS requirements. ISO/IEC 27002:2022 provides information-security control guidance. They are related, but their roles are different: using guidance to design a control is not the same as establishing or certifying the complete management system.

Do not treat ISO 27002 as a separate organisational certification route equivalent to ISO 27001. Use it to inform control design and implementation where relevant, while maintaining the decisions, responsibilities and evaluation needed by the ISMS.

A practical control record can show the risk or requirement addressed, chosen design, implementation owner and evidence. Our Annex A controls guide helps place those choices in the management-system context without reducing the programme to a checklist of product settings.

Keep other frameworks and obligations in their proper roles

NIST CSF 2.0 organises cybersecurity risk-management outcomes through six Functions, including Govern. Profiles can help describe current and target outcomes. This is different from an ISO certification scheme; NIST does not certify CSF implementations.

SOC 2 is an independent CPA examination and reporting service concerning a service organisation’s system and controls. PCI DSS focuses on payment-account data security. Their outputs and applicability should be established from the service and intended recipient, not inferred from a generic comparison chart.

HIPAA applicability depends on the relevant entities, roles and information. It is not a framework that an organisation can choose instead of an applicable legal duty. A management system may support reliable safeguards and evidence, but it does not replace the separate legal analysis.

Integrate the operating work without hiding differences

Look for activities that genuinely overlap: approving access, assessing suppliers, managing changes and following up incidents. Establish a practical process with an accountable owner where it serves multiple needs. Keep different populations, periods and evidence requirements explicit.

Hypothetical example: a software provider has a corporate ISMS and a customer asking for a SOC 2 report for one hosted service. It can use a common employee-access process, but must show which records cover the hosted system and relevant period. The common process does not turn the existing certificate into the requested report.

A mapping should lead back to evidence and a decision. Record gaps where an existing process is insufficient. Avoid a universal overlap percentage or automatic cost-saving claim; the amount of reusable work depends on the real scopes and operating practices.

Test integration where services meet

Integration often fails at a handover. A supplier may be reviewed for general security while a particular payment responsibility remains unresolved. A change may pass technical approval without review of a new personal-data use. Make these boundaries part of the assessment.

Hypothetical example: a healthcare software company adds a paid subscription feature. It already maintains security controls for its health-data service, but the new payment flow needs its own applicability and scope review. The team identifies provider and internal responsibilities instead of treating the existing health-data programme as complete payment assurance.

Use the PCI DSS applicability guide and HIPAA applicability guide to frame those separate questions. A single governance meeting can coordinate the work while preserving distinct obligations and specialist decisions.

Maintain one understandable programme view

Keep a concise view of each obligation, scope, output, owner, current evidence and next decision. It should show where activities are shared and where separate assessments remain necessary. Review it when the business acquires a company, changes a service or accepts a new contract.

Plan independent assurance roles explicitly. External ISO certification, CPA reporting and PCI validation arrangements have their own purposes. A consulting engagement can help prepare the organisation without claiming to grant every external approval or determine every legal question.

The ISO 27001 guide develops the management-system work, and the SOC 2 guide explains that reporting route. Use those specialist guides after the portfolio decision has established which outputs the organisation needs and why.

Questions and answers

Is ISO 27002 an alternative certification to ISO 27001?

No. ISO 27002 supplies control guidance; ISO 27001 specifies ISMS requirements and is used for organisational certification. Clarify whether the proposed work is control design, management-system implementation or external certification.

Can one common control satisfy several programmes?

It may contribute, but assess each applicable requirement, scope and evidence need. Keep differences visible and verify the actual operating records rather than assuming equivalence from a matching control title.

Should a business choose HIPAA instead of ISO 27001?

That is not a like-for-like choice. Determine whether HIPAA duties apply to the relevant role and information. An ISMS can support security management, but does not replace applicable law.

Will integration always save a fixed percentage of costs?

No universal saving should be promised. Reuse depends on scope, current processes and evidence quality. Estimate the shared and additional work in the actual organisation, including the cost of maintaining it.

What is the first sign that the programme is becoming confusing?

Teams cannot explain which service, obligation or recipient a document supports. Restore traceability from each requirement to its owner, scope, evidence and next decision before adding another layer of reporting.

Make the standards portfolio easier to operate

Bring the actual obligations, service boundaries and evidence requests. Discuss a coordinated security-programme review with shared work, distinct outputs and accountable owners.
